Elexon Charge Code and Switch Regime requirements

Prior to entering into an agreement, you must confirm that the on-street EVCP equipment provider or manufacturer has supplied you with the necessary Charge Code and Switch Regime information in line with Elexon requirements.

All on-street EVCPs connected to unmetered supplies must operate via an Elexon-approved Measured Central Management System (mCMS). For more information please visit Elexon website here.

Establish an Unmetered Connection Agreement

Where no agreement exists, you must first apply for a new Unmetered Connection Agreement with SSEN. This will include the creation of a dedicated MPAN for the on-street EVCP installations.

On-street EVCPs connected to unmetered supplies must not be incorporated into any existing unmetered inventory (e.g. street lighting). Instead, they must:

  • Be managed under a separate mCMS switch regime
  • Have a dedicated unmetered inventory
  • Be covered by their own Unmetered Connection Agreement and MPAN

This applies even where EVCPs are installed on existing third-party assets such as lighting columns.

Compliance with SSEN Technical Standards

All installations must comply with SSEN’s technical design standard: PR-NET-CAB-006 – Electric Vehicle Charging Points, Supply Arrangements – Design Standard. This document is available via the G81 library (registrations required).

If you are a CPO, you will be responsible for

  • Assessing the suitability of the existing unmetered assets,
  • Ensuring full compliance with design, safety, and connection requirements
  • Completing all necessary checks prior to installation

  • Contact SSEN at unmetered,distribution@sse.com to initiate your Unmetered Connection Agreement and MPAN application
  • Register the MPAN with a supplier
  • Proceed to install your on-street EVCPs
  • Submit your Unmetered inventory as per BSCP520 procedures

If you already have an existing Unmetered Connection Agreement and you are installing further on-street EVCPs to existing unmetered supplies, you will need to continue to ensure all new installations meet PR-NET-CAB-006, self-approve the assets suitability and update the inventory correctly as per the standard BSCP520 procedure.

If you’re a Charge Point Operator (CPO) or Local Authority installing on-street EVCPs to a new unmetered supply, you’ll need to apply for a new connection with SSEN. Your application will be assessed to confirm available network capacity, and a connection offer will be issued. If you do not already have an Unmetered Connection Agreement, one will be provided as part of the connection process once works are complete.
